The Special Investigating Unit (SIU) scrutinised four tenders for the purposes of their probe:
» Tender HK2/2004 was awarded to Bosasa Operations on July 20 2004 for the provision of full catering services, the maintenance and cleaning of kitchen equipment and the training of prison staff and inmates at Pretoria, Johannesburg, Durban Westville, Krugersdorp, Pollsmoor, Modderbee and St Albans prisons.
The value of the tender was R717 million over a three-year period (it was extended for a fourth year, and in January 2009 the company was re-awarded the tender for three more years).
» Tender HK2/2005 was awarded to Sondolo IT on April 11 2005 for the supply, delivery, installation and maintenance of comprehensive access control and body scanning systems at 66 prisons. According to the SIU, Sondolo was registered just seven days before the closing of the tender. The tender required a proven track record of no fewer than five years in the IT industry. The value of the tender was R237 million and was extended to include the staffing of control rooms.
» Tender HK24/2005 was awarded to Phezulu Fencing (another Bosasa affiliate) on November 29 2005 for the supply, delivery and installation of security outer perimeter fences at prisons. The value of the tender was R487 million.
» Tender HK25/2005 was awarded to Sondolo IT on March 3 2006 for the supply, delivery and installation of television systems and monitors at all prisons in the country. The systems had to provide video-conferencing facilities. The value of the tender was R224 million.
